Abstract: 

Introduction: From a long time ago, benefiting from technology has been an inevitable thing for human interests, which is born and based on science. It can be claimed that there is harmony between ethics, science and technology, which promote each other. In this article, the researcher discusses this harmony and compatibility. Material and Methods: The current review study was descriptive and using the study of sources and research keywords among the books and articles published in the databases of Thomson Information Institute, Science Direct and Pub Med. Conclusion: As science and technology continue to advance and become more integrated into our daily lives, ethical considerations become increasingly important. For example, the rise of artificial intelligence (AI) has raised questions about the potential implications of creating machines that can make autonomous decisions and take actions. If science and technology were considered as a tool, it should have been able to subjugate humans and influence all aspects of behavior and values. While it has become a problem that eventually becomes aligned with morality by applying reason, and people now seek help from it as a tool.

Abstract: 

Background and Objective: The digital transformation has paved the way for the emergence of the concept of Smart governance, which emphasizes the use of modern technologies to enhance governmental efficiency and accountability. However, much of the existing research—particularly within the digital government literature—has been dominated by a technology-centric approach, overlooking the human factor and the qualities of governors. This has created a significant theoretical gap in governance studies. The present study aims to address this gap by highlighting the primacy of the Smart governor over tools and structures in the realization of Smart governance.Methodology: The study employs a theoretical–analytical and qualitative comparative approach, drawing upon the IntelliGov conceptual model (Vigoda-Gadot, 2024), which examines three levels of intelligence: human, institutional, and artificial. Data were collected through a critical review of scholarly literature, international policy reports (OECD, UNDP, World Bank), and case studies of four selected countries—Taiwan, Estonia, Denmark, and India.Findings: The findings indicate that in countries such as Taiwan and Denmark, the presence of Smart governors has strengthened institutional capacity and promoted the ethical use of technology. In contrast, India’s experience demonstrates that the rapid expansion of technology without reinforcing human and institutional dimensions deepens the digital divide and erodes public trust.Conclusion: This study argues that Smart governance is fundamentally a human-centered phenomenon, with technology serving only as an enabling factor. Therefore, cultivating and developing Smart governors must be prioritized in public policy and governance strategies.

Abstract: 

Today, with human progress in the field of knowledge and technology, we are witnessing tremendous developments in various fields, especially in the field of defense. With the appropriate and timely use of new technologies, including the Internet of Things technology in the intelligent defense of the Islamic Republic of Iran Armed Forces, it is possible to implement various military affairs more accurately and dynamically to realize the discussion of the intelligence of the equipment. By using the Internet of Things in intelligent command and control, intelligent logistic, intelligent transportation, environmental monitoring, training and simulation, etc., it is possible to have new and effective defense capabilities, and in fact, intelligent defense in the armed forces of our country against new and intelligent threats. The current research is titled " A model of  Smart defense IOT-based for the Islamic Republic of  Iran armed forces" and was conducted with a descriptive-analytical method and a mixed (quantitative and qualitative) approach. In this research, the opinions of 70 commanders, managers and experts in the field of strategic and cyber defense sciences of the country have been used in the form of a questionnaire. Based on the research done, using the opinion of experts, five concepts of infrastructure and equipment, service and services, structure and organization, information, security and management and governance were placed as the basic dimensions of intelligent defense based on the Internet of Things, and then the components of each became one of these dimensions. After the statistical analysis of the results of the questionnaire, the strategic model of intelligent defense of Iran Armed Forces based on Internet of Things has been presented in five dimensions and 40 components.

Abstract: 

Background: The rapid growth of information and communication technology has brought about substantial changes in educational practices and approaches. Education and training have received more attention in view of technological developments and emerging requirements. The aim of this study was to investigate school principals’ application of technology Acceptance Model (TAM) in Smart schools of Qom, Iran. Methods: This was a descriptive-correlational study. The study population included all Smart school principals in Qom in 2018. Purposeful sampling was applied to identify and select 70 principals as the participants of the study. Davis’ TAM questionnaire with a reliability coefficient of 0. 78 was used for data collection. Descriptive statistics, including mean and standard deviation, were calculated for data analysis, and Pearson correlation coefficient was used in the inferential analysis. Results: Significant positive relationships were observed between perceived usefulness and attitude towards the use of technology (r=73, P<0. 01), perceived usefulness and willingness to use technology (r=64, P<0. 01), perceived ease of use and attitudes towards the use of technology (r=39, P<0. 01), perceived ease of use and perceived usefulness of technology (r=43, P<0. 01), and finally the tendency to use and actual use of technology (r=63, P<0. 01). Conclusion: In order to improve the performance of Smart schools, it is recommended to cultivate a positive and constructive attitude towards technology among principals and teachers in a dynamic way.

Abstract: 

In the digital age, Smart education utilizing emerging technologies plays a pivotal role in transforming educational systems. This study was conducted to examine the impact of technology on improving the quality of teaching-learning and classroom interactions in Smart classrooms in Iran. The study was carried out using a mixed-methods approach (descriptive-survey) with the participation of 280 students from eight classes in four Smart schools in selected cities of Iran. The tools used included video projectors, Smart boards, and analytical dashboards that were employed to enhance the educational process. The results showed that students' average scores increased from 18. 17 to 21. 50, and the standard deviation decreased from 4. 50 to 3. 80, indicating the uniform effectiveness of technology in improving academic performance. Teaching-learning quality improved by 19. 40% and classroom interactions improved by 17. 35%. Multivariate analysis of variance (MANOVA) confirmed the significant effect of technology (p=0. 000). However, challenges such as lack of technical infrastructure and inadequate teacher readiness still hinder the full realization of technology's potential. This study emphasizes the necessity of investing in infrastructure and teacher training and provides solutions for sustainable transformation of the educational system. The results of this research can assist policymakers in strengthening Smart education and reducing digital inequality.

Abstract: 

Quantum-dot cellular automata (QCA) is a new and very attractive technology for implementing logic gates and digital circuits at the nanoscale. This technology has very attractive and amazing features such as: low area, high processing speed and low power consumption. Over time, with the advancement of science and technology, there is hope that QCA technology will replace today's VLSI technology. Minority gates are one of the most important elements in digital circuit design. In this paper, a Smart four-input minority gate is presented and it is the first time that a priority four-input minority gate is proposed. The proposed minority gate architecture is evaluated and simulated using the QCADesigner tool version 2. 0. 3. The results show 100% accuracy. By using this type of gates, the hardware required to design QCA circuits can be significantly reduced.
